it was easy for me cause everytime I start a pokemon game I catch all the pokemon in that area then raise them 10-12 to face the city gym leader


But my first pokemon that I get from Professor Oak always has to be stronger than my party

i really dont know i just walked past the part then bam it pops up but i didnt catch it because i like to raise it from pidgey
and evolve them
