Alright managed to fix the attribute points but you have to follow the instructions exactly as it is otherwise it will break the game and as result you will never be able to up your character so pay attention,new trainer will be up in couple of hours.

Do we know if this is the case that inventory weight affects whether or not your gear attributes apply?

Did you follow the instructions correctly?
Anyway,Look at this , These are the default stats set by the developers and anything above this will reset to these values, so if you already have the exact stats then you character is already reached the max level and stats , your character simply cannot go above 30 per stat as that's the max as it can go I think, this game is programmed in a very tricky way..

Edit: What i notice is my level did not change
what i did is kill some monsters till i level up, return to city, activate the cheat, spend and submit the point, attribution points is 99999 but the level is the same then reload the game and my attribution were different and not as before
