I have attempted to replicate this error twice with my install of Starfield and Can't replicate it.
Are you using Script extender or some Starfield Overhaul utility?

yall using an outdated Console Command mod script or something? because I have tried 9 different way's to replicate your issues and I can't fathom what it is with out more details.
