You can check if TLS 1.2 is disabled for some reason, this can also cause this error. Open registry editor and go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols
Then check the ENABLED value of TLS 1.2
In Aurora version 1.4.2 (STABLE) I've added a way to output more information. But its not released yet.

I too have the same issue, as the author of the thread. I tried everything that was reported here, but was unable to solve the issue.
About the last option, to check the ENABLED value of TLS 1.2
It has the value of 1 (which should be correct), so is there any other measure, that I could try out?

Hi, I have now had a look into what or how these reg keys are installed and found out is was a windows update KB package to force windows apps and programs to use TLS 1.3 and completely disable 1.2 so even if you re-enable 1.2 in the registry it will still show the error so my advice is delete both the keys reboot and then see if the issue if resolved.
