Why is Ylands on the permanently retired titles list?

Can the game be played completely offline? Can you make changes to the data in CoSMOS and they stick?

I got told that the dev said it wasn't yet it asks you to name your world and puts you in a saved world that I believe only you can access (my wife was unable to find my named world in the MP section, although it says you can play via lan), I'm starting to think it's working very much like No Mans Sky in the way that you think your in a open place, but there is no else in your version of the world map (at least I've saw no one or any sign of any changes someone has made.

As for the cosmos question, I've no clue, I did try to use it, but it crashed on my 2nd scan every time, then again, I'm a 47yo idiot who knows nothing about programming and the like, so I was most likely doing it wrong (even though I tried to follow various guides on here).
