Okay I think I may have found something interesting: pretty much all the .bin files in the game's install directory can be opened by 7zip as normal archives. However they appear to be locked with a password. If we could figure out what the password is maybe it will lead us to full modding capability! Some people figured out how to mod Hard Reset but as to how they unlocked the archives I have yet to figure out.
