Now i'm entirely lost.
I'm not used to editing in this way and have no idea what or how to make a new pack.

I create a new mod, select taxes.pack, but there is nothing to edit.

yeah, i have no idea how to create my own mod packs either, i tried for ages but the damn program is a maze. i just made a backup copy of the main file on my desktop, edited the "original" one in the data folder. since i know exactly what to edit now, it wouldnt take me more then a minute or two if the ychanged it anyway.

it will tell you you cant save it if you have read only on. in one of the pack file managers top menus you can turn it off.

but always backup files as i stated previously. always.

WARNING!!!

I noticed that this kind of editing ALSO works in multiplayer. atleast the co-op multiplayer campaign , i could have the 1000 order empire wide and my friend could not as his file was not edited. to me this felt wrong on all levels and so i had to switch in the original file. just, be aware this seem to work in multi, and it can have ramifications down the line if they can spot it.

Just wanted to toss this little unsettling insight out there.

I actually believed the games in multi used rule sets from elsewhere, but apparently its from each persons computer.

Just download one of these cheat mods to have no squalor or food consumption along with other bonuses.
