Has anyone run across a Cobra sniper in BL2? A mission reward from Tiny Tina? Is it an orange rarity?

In addition to Sledge's shotgun, the Cobra sniper is alleged to be the second(?) gun in BL2 from BL1.

I give up on hunting so I use savegame editor to get it instead. Its blue ranked but Unique weapon so you cant get it from slot.
I Gibbed it. Figured out that the Set ID needed to be "3". I used another weapon from the Torgue DLC and was able to build it via the drop-down menus.
