I'm currently running Windows XP SP3 (and I love it) the only reason I'm thinking about upgrading to 7 is because of the new games being not compatible with XP.
The thing is that I have these specs:
    CPU - Intel(R) Core(TM)2 Duo CPU E7300 @ 2.66GHz
    2 GB of RAM
    GPU - GeForce 9500 GT
    ------
Now I want to get upgrade to Windiws 7 by adding 2 GBs of ram and also I will get a new GPU and that is Nvidia GT630.
Putting prices aside since I can't really discuss this because there's a huge price difference over here and everything is overpriced, I will get those because I can't afford anything higher. Will it be able to run games like AC III, Hitman: Absolution and GTA V at least on lowest settings?
    Thanks

You need at least (IMO) an i7 cpu series to run those new games without any problem. Your Motherboard is also a bit old so I don't think it supports that CPU.

An i5 is fine (i7 is overkill and not needed). If going for an Nvidia card, stay away from x30 and x40s, x50s also unless you are desperate in the cash department. (If you get a 650 now you get Assassin's Creed 3 for free with select brands)

Obviously if you choose the new CPU you will need a new Motherboard and no doubt new RAM (if your RAM is not DDR3 - EDIT old socket 775s used DDR3)

The i5 2500k is currently the defacto standard that most people recommend (the 3750k Ivy Bridge is around the same ballpark as the 2500k but if you have a dedicated GPU already, you won't notice much improvement at all). The most important piece of hardware for gaming is the GPU, not the CPU.

You will need a motherboard that has an LGA 1155 socket to perform this CPU upgrade.

If there are budget constraints, just getting a mid-range graphic card can do wonders to your PC.

I am able to play most of the latest games on a Core2Duo with a Nvidia 250GTS on high settings without any lags.

I would suggest going for a Nvidia 550Ti or a GTX650. Both of them are good mid-range cards.
Life is best for those who enjoy it, difficult for those who analyze it and worst for those who criticize it.
