The save games downloads you get from here aren't actual games-in-progress, they are just item and skin mules. If you were already aware of that, then I probably should have just answered your question directly instead of the previous explanation. Yes and No, the save games with Mechromancer skins would require the Mecromancer DLC and the sae game with Capt. Scarlett items would require the Pirate's Booty DLC. You could download and try them out... most likely it would just not load those specific skins, worse case scenario it would corrupt your previous saves (backup your current saves and profile before you try them out).
