There is a very easy way to enable the console that doesn't involve making a short cut and adding parameters or editing game files.

Launch the game, open the options window, click on the keyboard tab, click the "Advanced" button. It will bring up a window with two options one being "Enable developer console." Simply check the box next to it and you're done!

If you want to get achievements, just type in buddha. It doesn't register as cheat (at least when I was getting achievements). You will take damage, but you won't die.
