If you really can't find them, and the quest marker remains to be missing, and provided that you're playing on the PC, you could just open the console with ` and type in:
player.additem C3CE6 1
Voila, Forgemaster's Fingers. Either that or continue your epic search across the length and breadth of Skyrim, good luck!

I think i know what is wrong, check to see if Miscellaneous is checked, not just the quest within it, the same thing happened to me.

Misc quests are marked, and I tried adding the item throught the console command but it would not proceed the quest, it kept saying "find them" and the ork would not have the dialog to accept them back... it is the same as with Wylandriah's 3 items you have to find them physically and not add them through console no matter how nerve tossing it is... or setstage the quest and complete it thus....

Are you sure you're marking the quest right pal? In the misc. tab, you have to select the quest itself, and then make sure that the misc. tab itself is checked as well.
If you can't dazzle them with brilliance, baffle them with bull****
