People keep yelling something about "evil magic" then run up and attack me while the guards just sit there and watch them.
I don't use magic...wth is going on. I am not a vampire or werewolf, havent killed a chicken, not diseased, didn't steal anything, etc.

Have you used any necromancy around NPC's? Reanimate or somesuch from the conjuration tree? If not, then it sounds like a bug, and an earlier save might fix it (Or at least be worth trying to see if the same thing happens).
If you can't dazzle them with brilliance, baffle them with bull****
