I finally figured out why the call dragon shout doesn't work, for those who want to know also why it doesnt work when using cheats.....

"When you use the shout make sure you are in combat or you are about to be in combat if that doesn't work then try completing the main quest story first the dragon won't help you until alduin is dead. If you haven't finished the main quest line the dragon will just cirle above you awnsering your call.

"In order to enable the dragon "Odahviing" to attack you must do the following. Please note this information is based on you completing the main story-line and having the ability to shout "CALL DRAGON".

1 - Enable the "CALL DRAGON" shout
2 - Hold in the "Shout" button for PS3 "R2" until the action has taken effect.

These steps should be ideally prior to an attack when your dragon is flying above you. When you're in a state of combat and the enemy are pursuing you, Odahviing will attack and kill anything wanting to slay you.

Now if someone can figure out a way to get it to work even before the quest line is ............a genius ........with an iq over 9000

what i am thinking is that there is some sort of variable that when completing the quest gets turned on, if somehow via the console we could find that variable and set it on, we would have the ability to call to aid a dragon at early phase of game.
