Am i the only one not being able to upgrade it past flawless? says i need higher skill even tho im maxed out in smithing.

If you enchant some clothes with the Fortify Smithing enchant, and wear them whilst you're upgrading the item, it should go way past flawless, especially if you have a high enchanting skill.
Edit: You can also brew Fortify Smithing potions (Get some Blisterwort and Glowing Mushrooms), which will help too. What I've done in my game is maxed out alchemy, enchanting and smithing, and I've created a set of clothes which contain bonuses for smithing and alchemy. Circlet - Fortify Alchemy - 25% Increased potion strength Gloves - 25% inc. potion strength and can upgrade weapons and armour 25% more (Fortify Smithing and Fortify Alchemy on same item) Pendant - Same two enchants Ring - Same two enchants Fine Clothes - Just the Fortify Smithing enchant.
Wearing that set allows me to brew Fortify Smithing potions with the following stats: 30 seconds, can improve weapons and armour 120% (!!!) better. Then, still wearing said set, and after taking that potion, the things you can do to the weapons and armour at a smithy are... well, silly frankly!
