I realize the trainer has a "no cooldown" option, thats not what i'm looking for. I want some cooldown just not as much. Thats why i'm posting in the "console commands" section. I think I'd go too crazy with unlimited shouts and it would kill the suspense in combat for me =P

base stats also work of course, health magicka stamina carryweight (for what you can carry)
and as mentioned in Tnor's guide:
dragonsouls (available souls for use to unlock) shoutrecoverymult (set to zero for no cooldown at all on shouts)
Which commands to use for these: player.modav value_you_want_here - Creates a permanent buff (can be negative) to the chosen value - to boost your armor rating by 100: player.modav damageresist 100
player.setav value_you_want_here - simply sets the value to the chosen value - e.g. to get 10 dragon souls: player.setav dragonsouls 10

meh can some one find the real spelling for dragon words the wiki is wrong on most of em

In Tnor's Skyrim guide he found the shout cooldown command.
Player.forceav Shoutrecoverymult (number)
0 is no cooldown. 1 is normal cooldown. .5 is half cooldown(50%) .25 is a quarter cooldown(25%) and so on and so forth.

For shouts cooldown modifier use console command player.forceav shoutrecoverymult 0 you can instead of the 0 use some different value, 1 is default, anything below 0 gets you shorter cooldown time.
