First Total War I played was Medieval 2 and it had tons of (I think console) cheats. To mod generals and whatnot, which trainers don't go into until Shogun 2, where they give points and level up.
Since being somewhat disappointed with Shogun 2, I went back and tried Empire and Napoleon (not very impressed with either, at that, but more so with the latter) and I see generals remain trait-based, now with their ancillaries/retainers as well. Yet, no cheats still.

I'm not dying to beef up some generals and admirals, but there were other options too, it was interesting and I wonder why proper cheats died with Medieval 2.

No one can really tell you why there aren't any cheats for these titles except the designers themselves.

As you might remember Rome Total War had a bunch of files you could edit in order to get better units, but that was not the case in the following sequels.

Honestly, I can't think of a good reason to eliminate cheats in a game that is 90 % single player based.

Since Rome there hasn't been a single Total War that is 90% single player based, the online part has always been the most popular, don't know where you got that from.

You might enjoy using a Editor. With the PackFileManager from TotalWarCenter you can tweak a lot of stuff in both games.
